GSFC invests in 500 000 tpy green ammonia project

Gujarat State Fertilizers & Chemicals Ltd (GSFC), a Government of Gujarat promoted enterprise and one of India’s largest integrated fertilizer and chemicals manufacturers, has invited expressions of interest (EoI) from qualified national and international companies, consortiums, and investors to form a joint venture (JV) for the development of a green ammonia production facility of 500 000 tpy at its Sikka Unit, Jamnagar, Gujarat, India.

The opportunity combines a brownfield advantage – an operating coastal industrial site with an existing captive jetty, 30 000 t of refrigerated ammonia storage, decades of ammonia handling experience, and pre-permitted expansion land at Sikka – with India’s most competitive renewable-energy resource base and one of the world’s most supportive policy regimes for green hydrogen and ammonia. Together, these position the project to be among the lowest-cost, fastest-to-market green ammonia developments globally.

GSFC brings the site, infrastructure, regulatory relationships, and an established operating platform. It is seeking a partner who brings capital, electrolyser and synthesis technology access, project-development capability, and – critically – offtake linkage to international green ammonia buyers in Europe, Japan, and South Korea.

GSFC’s Sikka Unit in Jamnagar, Gujarat is one of India’s most strategically located chemical-manufacturing sites for green ammonia production. GSFC has decades of experience in ammonia handling, storage, and logistics. Critically, it holds infrastructure that would take a greenfield developer several years and significant capital to replicate:

  • Dedicated jetty with ship capacity of 33 000 DWT and 10.5 m draft.
  • 30 000 t of refrigerated ammonia storage at the Sikka Shore Terminal (SST), with an established 8 - 10 km pipeline connecting storage to plant.
  • An existing ammonia storage and transfer facility and a workforce with decades of experience in ammonia handling, synthesis, and operation.

India’s policy environment for green ammonia production is among the most supportive globally. The Strategic Interventions for Green Hydrogen Transition (SIGHT) programme under the National Green Hydrogen Mission provides viability-gap funding for qualifying green hydrogen and ammonia projects, and GSFC’s Sikka asset is directly eligible. Additionally, the EU Carbon Border Adjustment Mechanism (CBAM) creates a structural price premium for certified green ammonia in European markets. GSFC’s coastal location and existing export infrastructure are directly positioned to serve this demand.

GSFC has evaluated green ammonia production as a strategic priority as part of a broader transformation programme reviewed by its Board in 2025 - 2026. The programme targets 500 000 tpy or more of green ammonia production at Sikka, with end-use spanning domestic industrial supply and export to sovereign buyers in Europe, Japan, and South Korea. GSFC brings the site, the infrastructure, the regulatory relationships, and the operational platform. It is seeking a JV partner who brings capital, technology access, and, critically, offtake linkage to international green ammonia buyers.
